Lockhart and Webster hold NNIS Graduate Fellowships

Madeline Lockhart and S. Owen Webster hold the highly competitive Nuclear Nonproliferation International Safeguards (NNIS) Graduate Fellowship. They are sponsored by the U.S. Department of Energy (DOE) National Nuclear Security Administration (NNSA), supporting research on the development of policies, concepts, technologies, expertise, infrastructure, and human capital necessary to sustain and enhance international nuclear safeguards.

Lockhart is currently on a six-month international research assignment at the European Commission Joint Research Centre in Ispra, Italy. Her research is focused on developing safeguards for emerging thorium fuel cycles. She is also an executive committee member for the ANS Nuclear Nuclear Nonproliferation Policy Division (NNPD). Dr. John Mattingly serves as Madeline’s faculty adviser.

Webster is a PhD candidate in nuclear engineering with a focus on next generation radiation detection and safeguards. He participated in the 2022 Nuclear Nonproliferation Education and Research Center (NEREC) Summer Fellow Program, spending five weeks at the Korea Advanced Institute of Science and Technology (KAIST) in South Korea. Currently, Owen is a global security graduate student intern at Lawrence Livermore National Laboratory working on alternative arms control, nonproliferation, and disarmament strategies centered around potential tritium control regimes. Dr. Ge Yang serves as Owen’s faculty adviser.
